DOF convenes first Technical Working Group meeting on Global Minimum Tax legislation and implementation

The Department of Finance (DOF) convened the inaugural meeting of the Technical Working Group (TWG) on the Global Minimum Tax (GMT) Legislation and Implementation on 07 July 2026 at the Bureau of Internal Revenue (BIR) National Office in relation with the Philippines’ preparations for the adoption of the GMT framework.

The meeting reaffirmed the government’s commitment to sustain the momentum following the submission of the draft Multinational Minimum Tax Act of 2026 to Congress and to ensure the country’s readiness for the effective implementation of the GMT.

“The constitution and immediate convening of this group demonstrate the government’s strong commitment to advancing the GMT agenda from legislation to implementation. As we move forward, our focus is on ensuring that the Philippines is fully prepared through coordination and meaningful engagement with stakeholders,” Secretary Frederick D. Go said.

During the meeting, the TWG established technical subgroups focused on the legal framework and technical matters, tax administration, capacity development, stakeholder engagement, and post-GMT implementation monitoring.

The TWG also discussed updates on the series of consultations with key stakeholders, including business organizations, in-scope multinational groups (MNE), audit firms, and other relevant government agencies.

The TWG likewise noted that stakeholders have generally expressed support for the adoption of the Qualified Domestic Minimum Top-Up Tax (QDMTT), while underscoring the importance of ensuring efficient tax administration and harmonizing the new regime with the country’s existing fiscal incentives framework.

Among the next priority initiatives discussed was the Philippines’ possible participation in the Multilateral Competent Authority Agreement on the Exchange of GloBE Information (GIR-MCAA) and other Qualifying Competent Authority Agreements (QCAAs), which are expected to strengthen international cooperation and facilitate the effective exchange of information necessary for administering the Global Anti-Base Erosion (GloBE) Rules.

“The successful implementation of the GMT will require more than sound legislation—it will require sustained coordination and strong partnerships across government, the private sector, and international partners. This TWG provides the platform to bring these efforts together, enabling us to make informed policy decisions,” Secretary Frederick D. Go said.

The TWG on GMT Legislation and Implementation is the primary inter-agency body tasked with coordinating the development and implementation of the legislation, regulations, and administrative measures necessary for the effective adoption of the GMT framework in the Philippines.

It is chaired by the Revenue Operations Group (ROG) of the Department of Finance (DOF), with the Bureau of Internal Revenue (BIR) serving as Vice Chair. The TWG is composed of representatives from the DOF’s ROG and Fiscal Policy and Monitoring Group (FPMG), Head of the Fiscal Incentives Review Board (FIRB) Secretariat, BIR, and the National Tax Research Center (NTRC), with the NTRC’s Monitoring and Evaluation Group (MEG) serving as the TWG Secretariat.
